The siting work and the preparations for the construction of the repository facility require the involvement and co-operation of researchers and engineers form several different fields. Several dozens of domestic academic research institutes, universities, specialised institutes, design offices and other professional associations, and several hundred contractors were involved so far in the completion of items of work within the national project. Several foreign (English, American, Belgian, Canadian, Czech, Finnish, Swedish, German and Russian) specialists joined the design, implementation and supervision of the work.

The most important forum of the professional control is an Expert Committee, which was set up upon the initiation of the Hungarian Atomic Energy Agency (HAEA) with the involvement of well-known scientists with academicians among them. Their participation is one assurance that the investigation programs are carried out under professional control and the evaluation of the obtained results is exhaustive.

When each major phase is completed, it is practicable to ask the opinion of international expert groups. This was the case prior to the selection of Üveghuta site, when an expert report prepared by an expert group delegated by IAEA was used to evaluate the work completed and the conception selected.

Besides the professional control, governmental organisations are also involved in the control over the work. The Fund Managing Office of HAEA keeps contact with the program leader PURAM, who provides for the completion of work required for the disposal of radioactive wastes. The technical and scientific/research programs are reviewed by a Specialized Committee, composed of representatives of the competent ministries, and can be submitted only after the completion of such review to the Minister responsible for the control over these programs.

The decisions of the licensing authority, or the competent authorities involved in the licensing procedure are to provide the principal guarantee that lawful and technically correct design solutions are developed while keeping in mind and representing the society’s interest.
