The following licenses were obtained for the construction of NRWR:

• The Water Permit has been issued on 31 May 2007 by the Middle-Transdanubian Environmental, Conservation and Water Inspectorate.
• The Environmental Permit was issued on the first instance on 17 May 2007 by the Middle-Transdanubian Environmental, Conservation and Water Inspectorate, but an appeal was lodged against the first decision by the Hungarian Energy Club, who registered to the public hearing as an affected party, thus the competent authority decided in the framework of a procedure on the second instance. In this procedure, the first decision was upheld by the competent authority and subsequently became final on 18 October 2007.
• In accordance with the legal regulations, PURAM, after the receipt of the effective Environmental, Water and Building Permit, submitted the application for the Construction Permit in 2007 November to the South-Transdanubian Office of Public Health and Medical Officer Services (ÁNTSZ). Following the supply of deficiencies identified by the regulatory body and the competent authorities, the Construction Permit of NRWR was issued and became final in June 2008.
• The Pre-construction Safety Assessment Report was submitted on 8 November 2007, as a start of the licensing procedure. The Commissioning Permit for the surface facilities of the Bátaapáti National Radioactive Waste Repository was issued by South-Transdanubian Office of ÁNTSZ on 29 September 2008.
