The National Project, which was originally launched in 1993 with the aim at resolving the problems of the disposal of low and intermediate wastes, was extended to resume the previously started investigation work in the Boda Aleurolit Formation (BAF) initiated in relation to the disposal of high-level radioactive wastes. (Boda Claystone is a part of the Mecsek Uranium Mine. The exploration of the rock, potentially capable of accommodating a final disposal facility for high-level wastes, started with the prospecting of this formation in the west part of Mecsek.)

The investigation work was completed in late 1998. It was concluded in the final report that there was no condition that would prevent the final disposal of high-level wastes in BAF. As results of the statements made in the final report, a proposal was developed for the establishment of an underground investigation base and for the qualification and further exploration of BAF. This proposal was discussed by OAB in its meeting in April 1999. The related decision was made by the competent Minister in summer 1999, in which he refused the proposal. At the same time, another decision was also made to carry on the operations for the closure of the uranium mine, as specified in the original plans.

In 2003, the investigation process, for the disposal of HLW, was resumed in West-Mecsek. A new Investigation Program was developed for the final disposal of long-lived high-level radioactive wastes, which was approved by the Minister exercising authority over HAEA. The investigation work for the selection of a location for an underground laboratory commenced in 2003, as provided for in the approved Investigation Program. The IT infrastructure (database, and geo-informatics system) was established for the investigations, and a subsurface investigation plan was also developed in the framework of this program.
